Sanger Law Becomes Sanger Greene

We are pleased to announce that Sanger Law PC is now Sanger Greene PC. The addition of partner Max Greene to the firm’s name reflects his commitment to carrying on the firm’s mission of providing creative legal and consulting services to clients on energy, electric and water utility, and administrative law, and helping to shape energy policy in the Pacific Northwest and Intermountain West. 

Irion Sanger and Max Greene, along with the firm’s other stellar attorneys and paralegals, are excited to help clients navigate this time of deep transformation in the energy and utility sector in the West, and to support the establishment of a clean, cost-effective, reliable, just, and regionally connected energy system.

Some of the firm’s recent representative work includes:
● Max Greene and Irion Sanger authored a brief on behalf of six Oregon People’s Utility Districts in PacifiCorp’s appeal of a judgment imposing hundreds of millions of dollars in wildfire liability.
● Irion Sanger and Diego Rivas represented a data center in PacifiCorp’s Utah general rate case, culminating in a settlement stipulation supported or not opposed by all 11 parties and addressing all elements of rate spread, rate design, and large customer issues.
● Dina Dubson Kelley and Irion Sanger represented Renewable Northwest and the Northwest & Intermountain Power Producers Coalition (NIPPC) in Bonneville Power Administration’s most recent rate case, working to negotiate a settlement that results in transmission rates that are acceptable to power generators in the Northwest.
● Max Greene represented Renewable Northwest in an Oregon Public Utility Commission docket in which the Commission adopted the position of Renewable Northwest and allied stakeholders by determining that it has the authority to direct PacifiCorp to issue a Request for Proposals for new generating resources. Ellie Hardwick and Irion Sanger represented NIPPC, which took the same position, in the proceeding.
● Irion Sanger and Max Greene represent an entity in the process of forming a new investor-owned water utility in Washington.
● Irion Sanger represents the Public Power Council before the Ninth Circuit Court of Appeals in an appeal raising complex issues related to interactions among the operation of Bonneville Power Administration’s hydroelectric system, fish conservation, and cost allocation.
● Diego Rivas and Irion Sanger provide advice on legislative matters and participate in the Montana Energy Business Alliance on behalf of NIPPC.
● Irion Sanger and Ellie Hardwick assisted the Wyoming-based Shoshone Irrigation District in successfully negotiating its power purchase agreement with Tri-State Electric.
● Irion Sanger represents NIPPC before the Idaho Public Utilities Commission in a proceeding to update the Commission’s process for overseeing utility resource procurement.
● Irion Sanger, Max Greene, and Diego Rivas represent the parent company of seven Oregon community solar projects experiencing delays interconnecting to PacifiCorp’s system, of which five have since been interconnected.
● Irion Sanger and Ellie Hardwick drafted Irion Sanger’s Answering Testimony on behalf of Interwest Energy Alliance before the Colorado Public Utilities Commission’s review of the Public Service Company of Colorado’s application for approval of its 2024 Just Transition Solicitation.
● Irion Sanger and Ellie Hardwick represent the Oregon Solar + Storage Industries Association and the Renewable Energy Coalition on various community solar and interconnection matters before the Oregon Public Utility Commission.
● Irion Sanger and Diego Rivas represented a data center in PacifiCorp’s Oregon general rate case in which, among other things, the Oregon Public Utility Commission adopted the client’s position that PacifiCorp cannot use its formal tariffs to evade its obligation to serve load.
● Max Greene and Irion Sanger provided a legal memorandum for a client in Washington interpreting the meaning of the emission reduction targets included in a recently adopted Washington law requiring combined system planning for large utilities that provide both electric and gas service.
● Max Greene serves as Co-Chair of the Program Review Committee on behalf of Renewable Northwest that plays a key role in developing the current Western Resource Adequacy Program design and now runs a process for considering program changes.
● Irion Sanger, Max Greene, and Ellie Hardwick represented the Renewable Energy Coalition as an intervenor in complaints filed by five community solar projects against PacifiCorp stemming from a series of interconnection disputes, in which the Oregon Public Utility Commission directed PacifiCorp not to require expensive, unnecessary technical work and identified a path to complete interconnection of the projects.
