Professional ExperienceMs. Dubson Kelley serves as Of Counsel for the firm, where her practice focuses on helping clients navigate the federal energy landscape—in particular, on Bonneville Power Administration transmission and interconnection issues. Ms. Dubson Kelley’s clients include nonprofits, trade associations, and independent power producers. In addition to her work for the firm, Ms. Dubson Kelley provides separate business and policy consulting services for renewable energy and storage developers and related businesses. Prior to joining the firm, Ms. Dubson Kelley spent several years at Renewable Northwest, finishing as Chief Counsel. In that role, she directed regulatory and rulemaking efforts in the Pacific Northwest related to renewable portfolio standards, emissions reduction requirements, competitive resource procurement, voluntary renewable energy programs, and integrated resource planning. She also assisted in developing and executing strategies for federal energy proceedings to facilitate cost-effective development, transmission, and integration of renewable energy resources. In addition, she advised the policy team on expanding opportunities for deploying renewable energy and storage technologies and helped author legislation to accomplish this. Before her tenure at Renewable Northwest, Ms. Dubson Kelley practiced with the law firm of Stoel Rives LLP. There, she represented wind and solar interests before the Bonneville Power Administration and Federal Energy Regulatory Commission, assisted with administrative litigation on behalf of an investor-owned utility, and drafted and assisted with the negotiation of agreements on behalf of independent power producers and end-use customers. Ms. Dubson Kelley graduated from the University of Oregon School of Law in 2008, with a certificate in Ocean and Coastal Law. She completed her undergraduate studies at Tufts University in 2004, where she graduated cum laude, with co-majors in Political Science and Environmental Studies. Ms. Dubson Kelley has served on various boards and committees over the years. These days, her volunteer hours are largely devoted to performing several roles at her son’s school.
